All persons conducting outdoor activities or events attracting large numbers of people are required to comply with Tooele County Health Department and Utah State Health Regulations. If your event attracts over 500 people (Tooele County Fair, and the Tooele Arts Festivals, for example) and is expected to continue for two or more hours, you must obtain
a County Engineering  Dept. Public Assembly License from Tooele County.   Proper liquid and solid waste removal, sanitary facilities, drinking water, first aid, noise, and liability insurance coverage will be reviewed. The Tooele County Health Department requires two types of permits for events:
 
*A Public Assembly License, and/or a Mass Gathering Permit
*A Temporary Food Stand Permit for food vendors.

Both permits are administered through the Environmental Health Division.The Public Assembly License is issued from Tooele County.   Permits obtained from other cities or agencies will not take the place of the Public Assembly License. Activities which offer food to the public must comply with all appropriate regulations for providing safe and wholesome food to the public. If your event includes food service, a Temporary Event Permit may be required. Fees are:

Tooele County $100.00 for each 24-hour period
Tooele County Health Department Plan Review $50.00 per event
plus
Tooele County Health Department $100.00 per day for participant and attendee numbers 500-1999
or
Tooele County Health Department $200.00 per day participant and attendee numbers 2000+  


There is no waiver for non-profit organizations, schools, parks departments or government entities. Mass Gathering Regulations are not designed to restrict public or private events.  The intent is to protect and ensure the needs of those attending the event.  The sponsoring organization is responsible for all site clean up and damage charges.
